Ningxia has officially launched China’s first pilot program for cement product carbon footprint certification, aiming to set a national benchmark for the industry’s low-carbon transition. The initiative, led by the Ningxia Market Supervision Administration in collaboration with the Development and Reform Commission, the Department of Ecology and Environment, certification bodies, and key industry players, seeks to develop a scalable “Ningxia Model” by the end of the year.
As the first region in China approved to carry out cement carbon footprint labeling certification, Ningxia began laying the groundwork for carbon accounting in the cement sector in early 2024. The pilot program will integrate carbon emissions data from the Department of Ecology and Environment with the green factory evaluation system overseen by the Industry and Information Technology Department, creating a comprehensive framework for calculation, certification, and application.
"Carbon footprint certification is a key benchmark for measuring industrial progress in green transformation. By taking early action, we aim to secure a first-mover advantage in this space," said a representative from the Ningxia Market Supervision Administration.
To support the program, Ningxia authorities plan to introduce targeted policies that will help participating enterprises complete carbon footprint assessments by the end of 2025. The region also aims to publish China’s first regional technical standard for cement carbon footprint certification within the year and implement a phased promotion strategy. By fostering industry leaders in green transformation, Ningxia hopes to position itself as a hub for low-carbon innovation in western China, offering a replicable certification model for other provinces.
